SOAR Immigration Legal Services
Since 1992, SOAR Immigration Legal Services has provided culturally competent, immigration-related legal representation and education to refugees and immigrants with limited income throughout Oregon.
SOAR Immigration Legal Services is recognized by the U.S. Department of Justice as an authorized provider of immigration legal services. Our attorney-driven legal program has a staff of four attorneys and five Department of Justice accredited representatives. We also have an ESL education team, a mental health advocate and an outreach coordinator to support our clients. Meet our staff.
Last year, our team provided legal services, educational services and legal consultations to more than 2,000 people.

Ecumenical Ministries of Oregon (EMO) meets the immediate needs of communities in the greater Portland area through our six direct service programs, while seeking long-term solutions through state-wide public policy and advocacy work.
Our direct service programs support refugees and immigrants, food insecure people, low-income people living with HIV, unaccompanied youth experiencing homelessness and survivors of domestic violence.
Our Public Policy Advocacy team provides pathways for EMO clients, community members and Oregonians of faith to bring about change in the U.S. Congress, at the Oregon State Capitol and in local government.
