Free citizenship educational and legal services

Through our New Americans Initiative, SOAR Immigration Legal Services offers free citizenship educational and legal services, thanks to funding from the U.S. Citizenship and Immigration Service (USCIS). We provide these services at our offices in northeast Portland and Hillsboro. We also host legal clinics and citizenship classes at locations throughout the Portland metro area and beyond. Services Offered

 Eligibility for Citizenship

    • Be at least 18 years old.
    • Have been a Lawful Permanent Resident for at least the last five years (or three years if married to a U.S. Citizen).
    • Have been physically present in the United States for at least a total of two years and six months during the past five years (or one year and six months if married to a U.S. Citizen).
    • Have not been outside the United States for more than one year at a time.
    • Be able to speak, read and write conversational English (with exceptions).
    • Be able to pass a U.S. Civics and History exam (with exceptions).
    • Be a person of “good moral character."
    • Be willing to take an oath of loyalty to the United States.
